Welcome Remarks

Olympia Forum VII officially begins at the International Olympic Academy, in Ancient Olympia, with welcome remarks by the representatives of the host institutions:

The opening remarks will welcome participants and distinguished guests to Ancient Olympia and introduce the central themes and objectives of this year’s Forum.

Drawing inspiration from the historic and universal significance of Olympia, the speakers will highlight the importance of dialogue, cooperation and shared responsibility in addressing the major transformations shaping the future of cities, regions, Greece and Europe.

Effective governance increasingly depends on the ability of central government, municipalities and regions to work together with clearly defined responsibilities, shared objectives and modern administrative tools.

In this keynote address, Theodoros Livanios, Minister of Interior, will explore how reforms are changing the relationship between the different levels of government in Greece. The discussion will focus on stronger institutional coordination, more efficient public services, the digital transformation of administration and the capacity of local and regional authorities to respond effectively to the needs of citizens.

The keynote will also examine the practical conditions required for reform to produce measurable results: clear responsibilities, access to resources, administrative capacity, accountability and continuous cooperation between the state and local government.

The way citizens discover and consume news has changed fundamentally. The traditional news bulletin is no longer the sole gateway to public information. Social-media platforms, algorithms, online publishers, content creators and individual users now compete to determine which issues receive attention and how they are presented.

This discussion will examine how the public agenda is shaped in this new media environment. Who decides what becomes visible, relevant or influential? How have algorithms and personalised feeds changed the role of journalists, editors and institutional communication? And how can reliable information maintain its place in an increasingly fragmented and fast-moving public sphere?

The session will also explore the changing relationship between journalism, government communication, digital platforms and audiences, as well as the responsibility of each in supporting an informed and meaningful public debate.

Artificial intelligence can enhance the production, analysis and distribution of information. At the same time, the rapid development of synthetic images, audio and video is making it increasingly difficult for citizens to distinguish authentic material from sophisticated manipulation.

This session will explore how deepfakes and AI-generated content are transforming the information landscape and challenging public trust. Representatives from institutional communication, newspapers, television and radio will discuss how news organisations can verify digital material, respond rapidly to manipulated content and maintain credibility in an environment where misinformation can spread within minutes.

The discussion will also address the responsibilities of media organisations, digital platforms, public institutions and citizens, as well as the need for stronger verification mechanisms, media literacy and clear standards for the responsible use of artificial intelligence.

Europe is entering a period of profound transformation. Geopolitical instability, economic competition, technological disruption, energy security, climate change and demographic pressures are reshaping the priorities of governments and societies.

In this high-level fireside conversation, a leading political figure will discuss the strategic choices facing Greece and Europe, as well as the reforms, alliances and investments required to respond effectively to a rapidly changing global environment.

The discussion will explore Greece’s role within the European Union, the country’s development prospects and the need to strengthen competitiveness, social cohesion, institutional resilience and security. This session will examine how Greek and European industry can strengthen its competitiveness while responding to rising production costs, changing supply chains, skills shortages and increasingly demanding environmental standards. It will explore the role of investment, innovation, automation, artificial intelligence and digital technologies in improving productivity and creating higher-value products and services.

The discussion will also focus on the conditions required for industrial growth, including access to affordable energy, modern infrastructure, financing, skilled human capital and a stable regulatory environment. Particular attention will be given to the transition towards cleaner production and to the challenge of combining decarbonisation with international competitiveness.

Bringing together representatives from industry, government and the investment community, the session will highlight the policies and partnerships needed to support modern production, attract new investment and reinforce the position of Greek industry within European and global value chains.

Civil protection is no longer limited to emergency response. As wildfires, floods, heatwaves, earthquakes and other hazards become more frequent and complex, prevention, preparedness and coordinated action are essential for protecting lives, infrastructure and local communities.

This session will examine how civil protection can become more effective in practice, from risk assessment and early warning to operational readiness and rapid response. It will explore the coordination required between central government, regions, municipalities, emergency services, scientific institutions, volunteers and local communities.

Particular attention will be given to the role of local authorities, which are often the first to confront the consequences of a crisis. The discussion will consider whether municipalities and regions have the appropriate plans, personnel, equipment, data and financial resources to prevent risks and respond effectively when an emergency occurs.

The session will also highlight the contribution of technology, real-time information, interoperable systems, public awareness and community participation. Through practical experience and lessons learned, speakers will discuss how Greece can move from reactive crisis management towards a culture of prevention, preparedness and long-term local resilience.

Particular attention will be given to the responsibilities of local and regional authorities, the financing of necessary infrastructure and the cooperation required between public bodies, waste management organisations, businesses and citizens.
